Procedures for Bangkok
The U.S. Embassy provides fingerprint cards (Form FD-258) at no charge. No appointment is necessary to pick up the cards from the U.S. Embassy security entrance on the Visa/American Citizens Services side during normal business hours. Alternately, you may download and print FBI fingerprint form FD-258 (https://www.fbi.gov/file-repository/standard-fingerprint-form-fd-258-1.pdf/view).
The U.S. Embassy cannot perform the fingerprinting process. Take the fingerprint card to the Thai Police Clearance Service center for inking.

Procedures for Chiang Mai
FBI Criminal Record Check
You may download and print the FBI fingerprint form FD-258 online. The FBI will accept FD-258 fingerprint cards on standard white paper stock. Kindly note that the fingerprinting process cannot be done at the U.S. Consulate General in Chiang Mai. You can find the information on how to capture your fingerprints from the FBI website. This FBI website also contains instructions on how to complete the application form, submit the payment and mail instructions to the FBI.
You can also take the fingerprint card to the Scientific Crime Detection Chiang Mai Province for inking if you are working in Thailand.
