All firms who respond to any request for quotation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their quotation:

  1. Be able to understand written and spoken English.
  2. Have an established business with a permanent address and telephone listing.
  3. Have the necessary personnel, equipment and financial resources available to perform the work.
  4. Have all licenses and permits required by local law.
  5. Meet all local insurance requirements.
  6. Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution.
  7. Have no adverse criminal record.
  8. Have no political or business affiliation which could be considered contrary to the interests of the United States.
  9. Have demonstrated experience and past performance records for projects of this nature.

Requirements:

– Transformer is thermally protected
– Input plug shall be NEMA 5-15P. Wiring shall be polarized according to US standard
– Output receptacle shall be duplex NEMA 5-15R and duplex of universal receptacle (TIS 166-2549 standard), LEVITON 5825-E is acceptable
– Wiring of both types of receptacle shall be polarized.
– When facing the receptacle and ground socket is below, the right socket which is shorter shall be Hot line and the left socket which is longer shall be neutral
– Transformer ground, input ground and output ground shall be connected together in one point at casing.
– Incoming cable size 3Cx1.5 sq.mm. cable
– Please don’t weld ground cable to the transformer coil.
– Please have ground cable connected ground cable with transformer case.

Basic Requirements:

a.Must meet or exceed U.S. DOT specifications for safety equipment (tires, lighting, brakes, airbags).

  • Right-hand Steering as the vehicle will be operated primarily in Thailand
  • Automatic Transmission
  • 4X2 Rear-wheel drive
  • Minimum fuel tank capacity: 70 liters
  • Vehicle body style: Large commercial panel crew van with High Roof design; side and split-rear cargo doors. Minimum vehicle length: 4,325mm / 170-inch wheelbase.  Overall length: 6,960mm / 274-inches to ensure adequate cargo capacity in crew configuration.
  • Engine / Power Output: 6-cylinder diesel with rated output of 190 hp or more.
  • Seating: 5 Seats (1+1+3): Vehicle should have a crew seating configuration: driver + passenger + rear bench seating for up to 3 passengers with seatbelts. Ideally, bench seating would be removable to enable adapting the vehicle to accommodate larger loads with a single passenger when needed.

Critical Requirements:

a. Cargo Compartment Characteristics: HIGH ROOF

Height of the cargo compartment interior:  Minimum: 1830 mm to 1949 mm / 72 to 76.5 inches. Inside dimensions must be tall enough to allow average person to stand erect inside the cargo compartment to enable safe lifting and stacking.

b. Cargo Doors:

REAR: Split rear cargo doors must swing open side-to-side to at least 180 degrees, preferably with a hinge release that allows doors to swing and lock-out to the side of the vehicle (240-270 degrees) allowing vehicle to back snug to loading docks or Unit Load Devices (ULD) for load transfer and to facilitate movement around the vehicle during loading operations.  Top swinging or single side-swinging cargo doors are not acceptable.

Door heights of rear and side doors should be full length in order to facilitate loading of tall cargo by hand without risky leaning and tippage maneuvers.

SIDE: Require a sliding side door for crew and alternate cargo loading. Door opening must be at least 120 cm wide to accommodate crated material.

Both SIDE and REAR doors must accommodate modification to enable attachment of an RSO-approved locking device in addition to standard vehicle door locks.

c. Payload Capacity: 1744-1785 kilos at gross vehicle weight

d. Cargo Volume (m3): 10.5m3 in rear cargo area. Up to 14m3 with crew seats removed.

e. Rear Compartment Load Height: (Ground to rear cargo compartment door)

620 to 714 mm / 24.5 to 28 inch.  This height most closely aligns with height of a ULD loaded on a dolly (trailer) used for typical airport loading.

f. Load Compartment Length: 3664 mm / 144 inches in 1+1+3 crew configuration.

g. Load Compartment Width: Minimum / Maximum CRITICAL REQUIREMENT

1350 minimum between rear wheel wells; 1785 mm widest.  h. Cargo Area Lighting: Extra lighting in cargo area – preferably full-length LEDs on both sides, recessed to prevent damage when loading cargo.
